ELI and LegalCiteM

At our last subcommittee meeting I took and action to convey the suggestions of the TC regarding ELI, particularly regarding Items and parseability, to the full ELI Task Force. Developments and suggestions in the standard creation were discussed in the recent  Task Force meeting on 1^st/2^nd July. In response the Task Force has prepared the attached note.
