Does the word "Government" restrict it too much? - some are quite sensitive with the separation of courts/justice/government  ...  also what about the regional authorities etc ... 

Shall we limit ourselves to "legal" documents? If not, the task seems unsurmountable...

"Legal edicts of official authorities" 

Or 

"Legal resources of official authorities"

May I suggest that we adopt a term used by Carl Malamud, "edicts of government" as the top level to encompass all the types of law discussed in this thread, and then subdivide from there.
