Dear Ashok, and Fabio, The Fabio considerations about notes and presentation are super-correct and thanks for this deep analysis. Howver following the original document and modificatory acts [1], for me it is a simple substitution with a passive modification and the document is a consolidated text with an odd presentation using bracket for the new parts. Also in Italy we have similar examples [2].
