Dear Ashok, and Fabio,

The Fabio considerations about notes and presentation are super-correct 
and thanks for this deep analysis.
Howver following the original document and modificatory acts [1], for me 
it is a simple substitution with a passive modification and the document 
is a consolidated text with an odd presentation using bracket for the 
new parts. Also in Italy we have similar examples [2].

The file from my point of view is in attachment.
1. it is not a multiple version but a single version, because it is a 
consolidation version at a given time.
2. the modification is a substitution and not a repeal
3. for this reason there is a passiveMod
4. the explanatory note is a note and not a text in <wrap>
