As the liasion to the Digital Signature Services Technical Committee of OASIS (DSS TC), I have been requested to make the following announcement and invitation to participate from the DSS TC to this Technical Committee.

The Electronic Filing Processes to my understanding envision archiving a SHA-1 hash value of a filed document together with an authentication method as part of a transaction record. The authentication method is not specified but presumably will consist of an access control system tied to a relational database containing passwords for users by login. Its purpose is to create an audit trail and authentication process equivalent to an electronic signature on a court document, including judicial orders and decrees that are electronically filed.

The DSS TC is debating whether it can fashion an XML signature digital signature standard inclusive of or extensibile to this use case. Most members seem to share the view that it is probably not a wise way of proceeding from a security standpoint, but nonetheless they want the DSS standard to be as inclusive as possible. Therefore, in connection with determining whether the W3C XMLDSIG can be adapted to the electronic filing processes type of solution, it invites any interested member of the Electronic Filing TC of LegalXML to advise  accordingly.

Please send comments to me for posting to the DSS TC list. I will be happy to report on the progress in December, if this TC's agenda permits.
