Attached is the draft ECF4 specification distributed a few days ago in which I have included some additional comments for consideration. I am concerned that the impact of the appellate requirements, especially the record on appeal driven changes, are not adequately included in the draft. Therefore I have also attached an additional document of points that we may wish to include.
