OASIS LegalXML ECF - Our own Serguei Mysko joins the Technical Committee
Alex Zilberfayn, Intresys' VP, announced today that Serguei Mysko, TurboCourt Solution Architect, has become TurboCourt's representative on the Technical Committee (TC) of the Electronic Court Filing (ECF) standards initiative of the Organization for the Advancement of Structured Information Standards (OASIS).
"We believe that sending Mr. Mysko to contribute on the ECF TC will benefit our current and future clients, particularly when electronic filing and electronic service need to work seamlessly with or on top of multiple case and document management systems" Mr. Zilberfayn explains. He adds that "while integration using ECF is not the only option to connect electronic filing to court and other systems, it is the most open, possibly the most extensible and perhaps among the most cost-effective ways to leverage existing systems infrastructure in the long run."
The work of the ECF TC has started to result in increased interest in the nation to consider using its current ECF version 4.01 for electronic filing initiatives. Intresys operates the first integration that uses ECF 4.x in production in the country. It connects TurboCourt electronic filing to the Appellamation CMS and the OnBase DMS at the Arizona Supreme Court and the Appellate Courts Division 1, to the ICIS CMS and OnBase DMS at the Maricopa Justice Courts and to the Agave CMS and OnBase DMS at the Pima County Unified Courts in Arizona. The integration of TurboCourt with the case management system and the OnBase installation of the Clerk of the Superior Court in Maricopa County is using ECF 3.1, an earlier version of the standard.
An ECF adapter is used to map ECF structures to the underlying systems' unique requirements so that standard ECF calls are supported at runtime. Examples of calls are RecordFilingRequest (TurboCourt makes the request to record a filing), GetDocumentRequest (TurboCourt makes a request to receive documents already recorded) and NotifyDocketingComplete (the underlying systems send confirmation that a filing has been recorded). Serguei Mysko is a PhD and a Graduate of Russia's Electro Technical University in Saint Petersburg, Russia. Mr. Mysko has worked in engineering, research, enterprise systems design and in an implementation capacity for private companies in Russia, Finland, Sweden, Canada and the US, as well as with the Russia Academy of Science. He has authored more than a dozen publications on enterprise software engineering and pattern recognition.
