I am the Managing Director of a Zambian
based ICT solutions company and I have been approached to source and supply such system The Computerisation project has been organised in two phases namely a Pilot and a Rollout phase. The pilot phase (Phase1) was meant to be a proof of the concept which was done in
three courts, all in Lusaka, Zambia. After successfully implementing the Pilot phase, the rollout phase (Phase 2) was launched; this phase is rolling out the solutions to other courts initially in Lusaka, Kitwe and Ndola (all the 3 major cities). Digitalisation of the hard copy Court Cases records which at the beginning of phase 2, has reached an advanced stage to the extent that Lusaka based High Court Judges atre able
to access court records from the confines of their chambers (offices) USING THEIR LAPTOPS OF DESKTOPS,. As the Commercial Registry at Lusaka High Court has since gone Live, in that court documents are being scanned as they are being filed into courts by litigants. With this progress made, the Judiciary of Zambia now plans to introduce a web based and easy to use Electronic Filing and Serving System. The system will enable registered users
from the legal community to file documents with the court anytime, anywhere 24/7 seven days a week. The system will enable users to transition from an inefficient paper based process to a streamlined Technology-based electronic filing (e-filing) system, which
automatically submits documents to the court in “real time”. Using this service, users can eliminate unexpected delays, reduce costs, increase efficiencies and deliver justice.
Solution The solution/ system offered by the service providers will have the following features: a.
A law firm and its registered lawyers must be registered in the system before they can be allowed to use the system. The system will check the law firms and lawyers against a master list of law firms and
lawyers permitted to practice for the effective year. There should be no fee payable for registering in the system. The registration of the law firm must be done by an administrator of the law firm. On registration a user name and password must be created. b.
The e-filing system will allow a filer access to all case documents and electronic filling via one centralized location in the system. Access will be subject the rules that will be established. c.
The system must provide for the payment of applicable filing fees for each filing submitted. The system should accept payments via debit/ credit cards as well as use use of a drawn account d.
The system should provide the ability to view a master list of all parties that currently receive electronic service on a particular case. e.
Must provide for tracking of electronic services history and status for users f.
A filer should be able to file into an existing case or initiate a new case g.
A filer should be able to view the status and history of documents filed We would now like to identify an individual or organisation that we can partner with to provide solutions to the electronic filing system with capability for electronic payments
with the following qualifications: ·
Capacity to undertake this kind of development ·
Knowledge of electronic payments ·
Ability to integrate the banks with electronic payment platform ·
