This is a strawman to help frame what we can do to formally align with the GRA. This does not extend to the SIPs, but is seen as a first step.

Description
This is a strawman that compares the structure of the ECF 4.0.1 to the
latest released version of the GRA SSP (v1.0.0) from the it.ojp.gov web at
http://www.it.ojp.gov/default.aspx?area=nationalInitiatives&page=1015#TechRef,
and provides a strawman recommendation on how to align with the GRA without
recreating or duplicating collateral.
