Request for Proposal (RFP) - Technology Service Request, Springboard Electronic Court Filing (ECF) 4.01 Initiative Service Conformance Package and Test Case Development [DUE: 07/22/13]
Your firm is invited to submit a proposal to conduct activities and deliver work products as outlined in the
RFP in support of the IJIS Institute (“the Institute”) Springboard conformance testing and certification program. This engagement will result in the development of a Springboard Service Conformance Package (SCP) and test cases to support conformance testing
of implementations based on the Organization for the Advancement of Structured Information Standards (OASIS) LegalXML Electronic Court Filling (ECF) 4.01
Core Specification ("Core Spec") standard.
This solicitation will result in the award of a contract to a single firm that will be responsible for completing the work under the direction and management of the Institute project manager. Required activities and deliverables are enumerated in detail in
the full
RFP document. The Institute encourages all member firms that possess the requisite skill sets and experiences to submit a response.
The Institute is undertaking the initiative through sponsorship from the
Program Manager for the Information Sharing Environment (PM-ISE) and the
Bureau of Justice Assistance (BJA). The work is being funded by cooperative agreement/federal grant 2012-D6-BX-K009 awarded to the Institute for Intergovernmental Research (IIR), and subsequently subcontracted to the IJIS Institute, and is subject to all
regulations outlined therein.
The OASIS ECF Technical Committee (ECF TC) is participating voluntarily on behalf of OASIS to assist in properly interpreting the ECF standard. Copies of a Call for Participation (CFP) and Answers to Frequently Asked Questions (FAQ) are attached in the full
RFP.
Most of the work will take place remotely at the selected subcontractor’s facility. No face-to-face meetings are currently anticipated. The Institute’s Traction collaboration system will facilitate the storage and exchange of work products. Email, web meetings,
and teleconferences will be utilized to support regular communication.
Candidate firms may wish to form teams consisting of multiple firms in order to assemble the ideal resources to accomplish this work. The Institute will only evaluate a single proposal from such a team and one firm must serve as legal representative for the
entire team. A team-based approach would confer neither an advantage nor a disadvantage to any submission.
