It appears that the FIPS 180-2 reference has been superseded by NIST, perhaps a couple of times since our specification was written.  I believe the current reference should be FIPS 180-4.  (see http://csrc.nist.gov/publications/fips/fips180-2/fips180-2withchangenotice.pdf)
