ECF 5.0 - Limited electronic service of process

Hi Jim,

This new activity is getting ever closer to the eWarrant
specification which includes judicial process.  Indeed,
the eWarrant subgroup is meeting tomorrow in Mainz
and the a full plenary meeting in February.  At some
point, maybe an explicit interface can evolve.

I'll raise this with the Mainz meeting.
