It's great to see my proposed refinements to the Structural Model on the agenda.
Here they are again. with a few corrections and clarifications to that posted
before:

Rules:
1. Paragraphs contain NO captioning elements.
2. Articles, Sections, and Clauses contain captioning elements.
3. Articles, Sections, and Paragraphs are not recursive elements.
4. Clause elements ARE recursive -- useful for levels 4+.
5. All child elements may occur multiple times, in any order.

Differences with the existing Clause Model:
1. Paragraphs are no longer caption-able -- instead, adopt the standard html
definition.
2. "Clause" is the name of the level(s) below a Section, not Paragraph
3. Clauses are recursive, eliminating SubParagraph and all Sub-n-Paragraph
