MNDR sections for review

The MNDR Subcommittee has made good progress on a fair portion of our deliverable.  There is still some work to do on
a few sections, but there is certainly enough for the TC to review prior to the New Orleans face-to-face meeting.  The
major undone work is the final section of the document on context and extending GJXDM.  And as you will note on
reading the documents, there is still quite a bit of editing to do.  However, our intent was to put forth those
normative rules that we as a subcommittee have agreed upon, so that we could move forward as a TC on discussing (and
hopefully reaching consensus on) the normative content.

We have discovered that there is no way to make the
documents available to the TC without actually adding them to the TC's KAVI area.  So, the subcommittee members have
agreed to do just that, sometime by April 14th.  We'll create some sort of obvious folder name (like "MNDR
sections") and put the documents in there.  We invite all TC members to review these documents and discuss them
on the TC list.
