OASIS Regrep draft spec public

The draft technical spec of the OASIS Regrep TC is now available
in public view (as well as through the member's-only page), at

http://www.oasis-open.org/html/rrpublic.htm

It is hoped that opening it to public view will produce useful
feeback, and equally importantly, it's now available immediately
to the ebXML regrep committee for study.
