OASIS Members:

The OASIS Web Services Resource Framework (WSRF) Technical Committee has submitted the following specification set, which is an
approved Committee Specification, to be considered as an OASIS Standard:

- WS-ResourceProperties v1.2
- WS-ResourceLifetime v1.2
- WS-ServiceGroup v1.2
- WS-BaseFaults v1.2

In accordance with the OASIS Technical Committee Process, the specification has already gone through a 60 day public review period:

OASIS members now have until the 15th of March to familiarize themselves with the submission below. OASIS members should give their
input on this question to the voting representative of their organization.

By the 16th of the month we will send out a Call For Vote to the voting representatives of the OASIS member organizations, who will
have until the end of the month to cast their ballots on whether this Committee Specification should be approved as an OASIS
Standard.

This note of 13 Feb 2006 represents the submission, by the WSRF TC, of the following approved committee specifications for
consideration by the OASIS membership as a standard.

- WS-ResourceLifetime v1.2
- WS-ServiceGroup v1.2
- WS-BaseFaults v1.2

a. The approved committee specs are available at:

b. Note that editable versions of the specs are included in the zip at (a).

c. All schema and XML instances included in the specification are well formed and all expressions are valid.

d. Summary of the specification:
WSRF v1.2 defines a generic and open framework for modeling and accessing stateful resources using web services. It introduces the
notion of a WS-Resource as the composition of a resource and the web service through which it is accessed. WSRF includes mechanisms
to describe views on the state of a WS-Resource; to support management and lifecycle of the state through properties associated with
the WS-Reource; and to describe how these mechanisms are extensible to groups of web services.

e. Relationship of this specification to similar work of other OASIS TCs or other standards developing organizations.
W3C WS-Addressing specification. The WS-Addressing specification defines an XML type - EndpointReference - that is used to reference
web service endpoints. WSRF exploits the WS-Addressing EndpointReference as the means to reference a WS-Resource.
OASIS WSDM. WSDM defines mechanisms for both the management of web services
(MOWS) and management using web services (MUWS). It uses the WSRF WS-Resource concept to represent "manageable resources" and
leverages the message exchanges defined in the WSRF specifications as the interoperable means to interact with the state of the
manageable resources.
OASIS WS-Notification. WS-Notification defines mechanisms for web services to interact using publish-subscribe patterns. Event
producers and subscribers can be represented as WS-Resources and use the mechanisms described in WSRF to expose their state. In
addition, WS-Resources may use the mechanisms described in WS-Notification to publish - and to subscribe to - events related to
changes in the state of a WS-Resource.
Global Grid Forum (GGF) OGSA-WG. The Open Grid Services Architecture (OGSA) WG has defined an "OGSA WSRF Basic Profile v1.0"
defining how WSRF is used to model "Grid services" as web services that provide access to stateful "Grid resources".

f. The following organizations have certified that they are successfully using the WSRF specification, as approved for submission to
the OASIS membership, consistent with the requirements of the OASIS Technical Committee Process.

g. There have been 2 public review cycles of the specifications.
The first public review ran from 6 July 2005 to 5 September 2005 -

h. Two ballots to approve the committee specs were held.
The first ballot completed on 9 Jan 2006 -

The second ballot approved a non-substantive correction to a namespace reference in one of the specifications
(WS-ResourceProperties) and completed on 20 Jan 2006 - http://www.oasis-open.org/apps/org/workgroup/wsrf/ballot.php?id=926.

i. There have been no earlier attempts to standardize WSRF.
