As this proposal removes the DISCONNECT handling which was previously the core of this JIRA, we should write a new JIRA to implement the DISCONNECT function associated with simplified state management.

In the first non-normative comment, the setting of the Session Expiry is irrelevant to the note.  The invoker needs to set CleanStart=1 until it receives a CONNACK with a zero return status.  It is free to leave the session active.
