To start with, i'd say that a year with no "maintenance" (even fixing a typo) on a spec either means the authors were total geniuses or no one is using it. :-) Seriously, i guess the TC would just observe that no maintenance issues that required spec changes were submitted in the past year, and hence there is no need to issue a new minor release.
