1. Reviewed the agenda. Zack asked for time at the end to discuss two proposed changes to the charter
2. Noted that the draft charter received comments during the call for comment period. Some comments came after the close of the comment period but group agreed to address those comments as well.
Noted that although a comment disposition log was already loaded, it will need to be completed with remaining comments and submitted. Noted that since the Call for Participation must go out on 16 Nov, the final comment log and final version of the charter must be received by 15 Nov at the latest.
3. Reviewed the time line and TC Admin actions that will be taken prior to the first meeting.
Clarified that people who join after the first meeting, voting rights are obtained by either (a) attending two consecutive meetings of the TC or (b) after 60 days if two consecutive meetings are not held within that time period.
4. Covered resources that will be available to the TC when the call for participation goes out and resources that can be provided after the TC starts.
5. Dee covered promotion options for OASIS.
Dee clarified that for anyone signing up before the first meeting, OASIS staff will help ensure that their membership is processed promptly. Dee also clarified that receiving the signed Membership Agreement is our key milestone for getting people set up with membership accounts.
6. Addressed comments and proposed changes to the charter that were sent to the group earlier.
Discussion about holding the meeting mid-December instead of waiting until after the holidays. Majority of proposers want to start quickly so current date remains.
Chet explained what is typically covered in the first meeting and that it is an organizing meeting.
