Dear Robert, 

thanks for submitting this Security RFC for OCPP. I have taken the time to read through the complete document. From my point of view this is a nicely defined document and a good piece of work.
However, there are some aspects which I would like to be addressed, some of them coming from the ISO 15118 domain. I posted my comments in the file attached to this email. They are marked as yellow comments, hope you all can read them. 

I am not sure about the normal process as I am a new individual member, but I think the way such a commenting works is not by uploading another revision here (https://www.oasis-open.org/apps/org/workgroup/ocpp/document.php?document_id=59309) by myself, right?

Document Name: Request for Change - OCPP Security

Description
This document describes a security specification for the OCPP protocol. The
OCPP protocol is used to connect Electric Vehicle Charge Points to the
Central System. The security specification was prepared by ENCS on request
of ElaadNL to support the further development and standardization of OCPP.
It is based amongst others on the end-to-end security design prepared for
Elaad by LaQuSo [22].
