Preparing for TC meetings

As we continue to gear up for the work ahead, I request TC members to incubate and prepare concrete proposals (for issues and other topics) through TC mailing list discussions and other means (such as interested parties meeting to craft proposals) and post them to the TC mailing list or through JIRA *at least a day or two* *before* TC meetings if at all possible. That would help the chairs pick topics with concrete proposals that are ripe for further refinement and possible resolution during TC meetings. This would make TC meetings more productive and help us make progress on the large number of deliverables that we have in a timely manner.
