How about annotating a DateTime with a Precision or Accuracy data annotation that tells the consumer how exact the DateTime value is:
 
AvailableFrom: '2012-08-21T12:00:00Z'
AvailableFrom@Accuracy: 'hour'

This would give more flexibility than a "Date" data type, e.g when the point in time can be very exact in principle, but is a little vague in some cases ("it was yesterday, but don't ask me when exactly").
