It might be nice to reserve this for future use (allowing, for example, parameter values to be returned in response headers) by including the attribute, but saying that the value MUST be In, and explicitly reserving Out and InOut for future use.  That way clients would be prepared for services that returned the attribute.

i.e., replace 13.6.2 The edm:Mode Attribute with the following:

"The edm:Mode attribute is optional and reserved for future use. If specified, it MUST have a value of "In". Values of "Out" and "InOut" are reserved for future use."
