Just as I stumbled upon this one, when using the protocol document for something completely different:

Inside the latest kavi revision of [OData Core Part 1: Protocol, Version 4.0](https://www.oasis-open.org/committees/download.php/48963/odata-core-v4.0-wd01-part1-protocol-2013-4-26PR1.docx) the normative reference (cited inside 4.1 Entity Ids and Resource References) [RFC3987] misses from 1.2 Normative References.

It should be (I guess):
