SectionÂ[7.2.4ÂScale|https://docs.oasis-open.org/odata/odata-csdl-xml/v4.01/odata-csdl-xml-v4.01.html#sec_Scale] restricts use of {{Scale="floating"}} to responses with {{OData-Version: 4.0}}.

This seems too hard given that the XML documents use the same XML namespace http://docs.oasis-open.org/odata/ns/edm, which references the combined 4.0 plus 4.01 XML schema.
