[formula] Problems with test cases for number representation

A few problems with test cases in the openformula-20061222 draft:

6.17.11 (HEX2BIN)
The fifth test case is missing the trailing " for the expected result column.

6.17.9 (DEC2OCT)
The second test case says DEC2HEX, not DEC2OCT

6.17.5 (BIN2HEX)
The last test case is missing the = sign.

6.17.4 (BIN2DEC)
The last test case is missing the = sign
