for each word.

2) If style:text-overline-mode is set to "continuous", the overline
position is identical for the whole phrase. If style:text-overline-mode
is set to "skip-white-space", the overline position may be different
for each word.

3) If style:text-overline-mode is set to "continuous" or to
"skip-white-space", the overline position is identical for the whole
phrase. If style:text-overline-mode is set to a new value, say
"adjust-to-word", the overline position may be different for each
word (we could also add "adjust-to-letter", although I can't think
of any application that would require it).

Note that I say "may be different for each word" - an application
may or may not support this feature.

If you really need manual control over the overline position, couldn't
this could be handled using svg:overline-position?
