I say that because the first paragraph of 15.9.1 requires a fixed column-width and then the second paragraph says that a column "may be also specified relative to the other column widths". That to me seems to be an optional value for an ability that is not supported by all applications.

So, style:column-width sets the mandatory column width and style:rel-column-width sets a relative column width, for applications that support that ability. 

The easiest edit would be to strike the sentence in question and combine the second and third paragraphs.
