Strictly speaking, every sentence in every paragraph in an ISO/IEC
standard should be normative.  Do not write non-normative things as part
of usual paragraphs.

Non-normative information should be described in notes or non-normative 
annexes.  Ambiguous words such as "similar" should only be used in such 
locations.

In this case, just mention Dublin Core and stop there.  Non-normative 
information might be useful as long as they appear as notes.  At present, 
the text looks normative and is slightly different from Dublin Core 
in disallowing sub-tags.
