Contradiction para 4.1 states. The elements <text:h>and <text:p>represent headings and paragraphs, respectively, and are collectively referred to as paragraph elements. All text content in an OpenDocument file must be contained in either of these elements. yet 3.2 and 3.3 both allow 'text content'. I can assume such content as metadata, but 4.1 does not differentiate. Clarification is needed to separate the two items.
