Yes, this is an OASIS requirement as well.

I agree.  It is the standard writing a standard, but does place 
requirements on ODF conformance.  So it should not be here.

But will a schema be interpreted the same way?  In other words, will a 
ISO/IEC 19757-2:2003 express identical constraints when interpreted as a 
ISO/IEC 19757-2:2008 schema?  Are there any changes we would need to name? 
 Doc type declaration and namespace is the same?

So Unicode 5.1? (ISO/IEC 10646:2003 plus Amendments 1, 2, 3 and 4)
