Committee Draft 1 contains 213 occurrences of MUST and 14 occurrences of MUST NOT, used to express mandatory requirements. Under ISO/IEC Directives Part 2: Rules for the Structure and Drafting of International Standards (5th Edition, 21 December 2004), <http://www.iec.ch/tiss/iec/Directives-Part2-Ed5.pdf>, Annex H Table H.1: "Do not use 'must' as an alternative for 'shall'. (This will avoid any confusion between the requirements of a document and external statutory obligations.)" Recommendation: Revisit all occurrences of MUST and MUST NOT in the draft specification and edit to use the SHALL and SHALL NOT terms required by ISO/IEC Directives Part 2, Annex H, Table H.1, as appropriate.
