I've just checked in check-convert-list.py, a Python program I've been
using to ensure that the CONVERT function's definition is reasonable.  I
wanted to make sure that this analysis program itself was recorded, for
potential future use, and make it easily available for others (including
future OASIS subcommittees). Placing this program in the documentation
section seemed like the best way to accomplish this "maximum openness and
review". Analysis programs are not really what the document section is for,
but I wasn't sure how else to do it.

check-convert-list.py is a small analysis program, written in the Python
programming language.  Its purpose is to detect name conflicts in the
CONVERT function, so that the final CONVERT function's definition will be a
good one.  This program enumerates the list of all possible units (all unit
names with all possible prefixes, including the empty prefix) to see if
there are any duplicates, and then reports the duplicates.  This program is
useful when proposing the addition of units or prefixes to CONVERT.
