As a starting point see:

http://www.oasis-open.org/apps/org/workgroup/office/download.php/30630/Formula_Conformance_20090111.odt

Not that we will finish the scope issue in one call but I think deciding
*what* we are trying to standardize (and therefore constrain) is critical.

For example, are we attempting to define an interchange syntax for all
existing spreadsheet applications or are we trying to define the syntax
and semantics needed for the table:formula attribute in ODF? I concede
the former would be quite useful but much broader than the latter.

And it may be possible to do the former in the context of specifying the
latter. But, I would strongly urge that we constrain syntax and
semantics we define and only *indirectly* constrain implementations.

Another major issue (to me anyway) is the formula processing model. If
we have properly defined the syntax, for example, there is no need to
say: 'Conceptually, formulas are recalculated from the “outside in”.'
only to conclude: "The above model only describes how recalculation
appears to the end-user. " Why would I care how "recalculation" appears
to an end-user? (Noting that Non-Scalar Evaluation contains a lot of
examples that need to be removed. Either we can state clearly what is
required or we can't.)

Well, that should keep us busy for the meeting next Tuesday. ;-)

Hope you are looking forward to a great weekend!

Patrick
