This is just elements on which we would allow xml:id; right?

If yes, I say we err on the side of adding the elements. In short, if 
there's any possibility someone would want to annotate an element with 
metadata properties, we should add them.

If we're talking about the metadata attributes, then that's another 
question.

Which is it?
