The description in the spec is correct, user variable have the same 
value within the whole document. Maybe the description is a little bit 
confusing in this point. I've changed it to

"User variables contain values that are displayed using appropriate 
fields. Unlike simple variables, user variables have the same value 
throughout a document. For this reason, the value of user variables is 
stored in the variable declaration itself. "
