Proposal: support for SVG fill-rule

The SVG fill-rule attribute, as defined in http://www.w3.org/TR/SVG11/painting.html#FillProperties
is currently missing from the spec.

This is a proposal to add svg:fill-rule to the attributes for the svg:d element,
with the possible values 
  nonzero | evenodd | inherit
