Dear TC members,

I've uploaded Working Draft 21. It's exactly Draft 20 with only two changes:

1. The MIME type for graphical documents is now
application/vnd.oasis.opendocument.graphics rather than
application/vnd.oasis.opendocument.graphic

2. I've added an appendix that contains a (very rough) overview of the
changes we've made since the committee draft 1.
