Yeah, I think both make sense. I was assuming that intermediate step, 
but is should be in the charter. There's not much point bothering with 
proposed specifications if we can't agree on the scope.

And yes, I think it makes sense to make a combined use case and 
requirements document available for public comment.

One minor question, though: would the TC first discuss and tentatively 
approve the use case/requirements and then it would be available for 
public comment, before some final decision based on them?  Or would the 
TC only consider the document after the public comment period?
