That is always an option for the TC, whenever we have a chunk of work that is large enough and specialized enough to warrant a subcommittee to work on it.  

But I wouldn't read this resolution as being focused entirely on Ecma 376, though that is certainly a topic of interest,  For example you may recall last year, during the ISO ballot of ODF 1.0, that there were some awkward times when a NB had some questions about IRI's or BiDi support and could not figure out how to officially ask the TC questions.  So such questions were handled informally, via intermediaries, etc.  I'd like to do better in this area when we submit ODF 1.2, so that SC34 knows that we value their questions and their input.
