SMIL 3 is currently being worked. I know there are two people on the WG
with a big interest in Accessibility.

No, I'm copying the A11y SC in on this as a reminder.

Not yet.

the base question is, if an author is animating some graphic, what
information is being conveyed by that animation. How else might that
information be conveyed?
 If it's a shimmering background that has no semantic, but makes the
author look good, then we need to find an accessible way to say so.
If it's a movement of stock values up a graph, then that information needs
to be conveyed, and SMIL has the capability of doing just that with a
text section.
