Maybe there is some misunderstanding what a proposal is and what is 
tracked in the TC Wiki:

What I track in the Wiki and put on the agenda of TC calls (in addition 
to items that are explicitly requested by TC members) are
proposals, where a proposal is a document uploaded to the TC's document
section or an e-mail, that somehow states that it is a proposal, and 
that in detail describes the changes that should be made to the
specification, or the text that shall be added to the specification.

There have been several proposals submitted by Novell. They all have 
been set on the agenda of a TC call, and with one exception, they have 
been accepted by the TC. The OpenDocument Foundation itself 
unfortunately did not submit any proposals.

The TC Wiki further contains a section labeled suggestions. This section 
contains a couple of ideas for ODF 1.2 that were mentioned by TC members 
when we started the work on ODF 1.2. I've added them under the 
assumption that proposals will be submitted for the suggested items by 
the TC members that suggested them. For several of these items, this 
happened. For some it did not happen.
