Lars: post proposal for version in manifext.xml

* Metadata
There are some unsubstantial modifications which will need to be edited in.
There will also be additional voting on the metadata in conjunction with
it becoming a part of the main specification work.
No objections.
RESOLUTION, to incorporate the metadata specification into the
OpenDocument 1.2 specification draft.

* State of the draft specification
Integrated all accepted proposals with exception of some updated
references for language tags. A new draft will be available within the
next week.

* Nested tables in spreadsheets
Recommendation is to add add to Appendix D information about nested
tables not being commonly supported by spreadsheet applications.
RESOLUTION, to add this information to Appendix D

* Formula spec.
Work is essentially completed for one month
Some problems with legacy function names from the financial/statistical
section. This however is not a blocker and David W. will propose a naming.
Another problem is with the semantics of the "yearfrac" function. This
is also not blocking and we can live with the currently specified semantics.
Editing a hybrid specification with hidden annotations showed to be
technically problematic.
We can however maintain an annotated version of the specification and
can remove the annotations automatically to produce the normative
version of the document.

* cap-style proposal
It's quite clear and implementors are requesting it. We can add this
although it's late.

RESOLUTION, to add the cap-stlye proposal to the opendocument 1.2 draft
specification.
