For all changes to the specification we need the schema change as well 
before we can integrate the change into the specification. This is the 
case regardless whether the schema is embedded into the specification, 
or a separate document.

Which means that it is in any case helpful if the SC can provide the 
schema modifications together with any change request. If that's not 
possible, for instance because the requirement needs some discussion in 
or coordination with the main TC, then we may also start with the 
requirement itself, and can check how we get the schema when the 
solution for the requirement is known.
