How do you do that if your application is a server which has no UI? Consider that ODF is not only suitable for classical desktop applications. And why not leave it up to the application developers and their experience to decide what the best way to handle this is? If they think they can figure out a reasonable range to print without asking the user, why shouldn't they be allowed to do that? In any case, you probably don't want an application to modify the document that is printed when it is printed only because it does not specify the range to print.
