Sorry, but I do disagree. The ODF specification is a file format 
specification. It is not a specification for a word processing 
application. Your suggestions seem to be an advice how implementors have 
to implement a print feature. That may be included into implementation 
guideline documents, but it does not belong into the ODF spec.
