"must not" in Dennis's two line replacement

Greetings!

Having connectivity problems but wanted to note that the "must not" 
suggested in Dennis's two line replacement text:

"Non-relative-path references must not refer to files inside a 
package.Relative-path references having paths that traverse out of the 
package must not reference files inside any package."

is not permitted under the ISO usage rules. This should be "shall not" 
instead. (Makoto brought this to my attention.)

Annex H of ISO/IEC Directives Part 2.

I am going to try to work on another suggested text, largely based on 
Michaels prior suggestions and file that before the meeting in email.
