ODF 1.2 doesn't answer that question.

ODF 1.2 is seeking to clearly answer the question: How far does ODF 
diverge from existing standards?

That is to say that ODF 1.2 is a backwards compatible release with new 
features that attempts to fully document what was said in the prior 
versions.

I appreciate your point that we should diverge less if at all but that 
awaits ODF 1.3/2.0 when we can make substantive changes in how we use 
materials from other standards.
