I would like to ask for a discussion of this proposal on the call next Monday. 
As I can't make it myself David Faure has agreed to lead the discussion. I 
have updated the proposal with comments I received from Christian Lippka 
(using the xml:id instead of the draw:id).

However the proposal does not contain the part to make the page names none 
unique which is possible by this change. I think this can wait until the ODF 
1.3 due to the time constrains. If you think otherwise please let me know.
