I don't have any feelings one way or the other but we should be explicit about that choice. Oliver says: "Yes, if data type is positiveInteger, then value 0 does not make sense. If a drop cap only spans over one line, then the drop cap is displayed as normal text, which somehow means there is no drop cap. I think that was the reason for the text, that the drop cap is disabled, if it spans only over one line.
