note: the proposed resolution which this issue currently has is WRONG and should be applied to the non-existing issue 1553 instead (as i just clarified with Michael Brauer).

re: the ed. note:

the text:outline-level attribute at text:user-index-entry-template just specifies that the template will be applied to entries at the specified outline level within the user-defined index.

if entries in the user-defined index are to be inserted based on a certain style, then the text:index-source-styles is used, which also has an text:outline-level attribute. this attribute determines which level the generated entries will have, and (as a consequence) which user-index-entry-template is applied.
